What value do you declare for decks shipping international to someone you don't know? If I sold to someone here I would just mark as a gift and write a really low value but what about the stuff you sell on ebay?

I am shipping a deck from the US to Canada and wonder what is the highest amount I can put before it incurs fees for the recipient? Does it even matter if insurance is not being purchased?

$20.

If you insure it for say $400 it would valued at $400 and dude is going to pay some nasty fees.

Aid his plight by putting the following in the description.

NAFTA - Canadian maple, manufactured in the US.

That should eliminate the duty issue leaving the GST/HST tax based on the value (depending where, 5% to 9%).
