Wrong. The baseplate was changed near the end of the Stage I run and before Stage II.
I don't think the hanger is a three. I think its a late Stage I after thinking about it for awhile this morning. Baseplate fits, pivot angle fits, shoulders fit.... (thanks for supplying so many good pics, Del, that helps a lot).

99, 101, 109... likely all the same or very close. Fausto fucked up the math on converting from inches to millimeters and after that the numbers became largely meaningless. |

Wait, what? stage 1?
The baseplate looks late stg 2 to early 3 like KTCG said, and the hanger looks like a freestyle hanger. |

It is a late Stage II, or III, or early IV Baseplate.
Here are (L-R) early II, late II, III and standard IV/V Baseplate from the bottom:
It's not a I hanger, or at least not the standard I. Note the bushing ring differences:
