I haven't had a lot of experience with this topic, but I've found two phrases work very good for avoiding duties:
1) OLD USED SKATEBOARD
2) WARRANTY RETURN |

There's a yearly $$$ limit on "gifts" crossing the border. However, a return for Warrenty will ALWAYS make it through unscathed  |
