I'd skate it. Be a wicked rider. Or find someone who wants a place holder for a few bucks if you're hustling. You could clean it up yourself and try some Howard's on it, who knows. May make enough of a difference to entice someone to pay a little more. Hand painting done well could look good but wouldn't help the value. There are people out there doing excellent restos but I wouldn't have anything restored professionally, unless it was a rare gem I had to have and I'll never be able to afford NOS. But in the end a resto is a resto and not worth much. IMO.
